Planning History & Development Potential Summary
A planning application Ref 21 01135 AS for 6 houses and a block of apartments was refused by Ashford Borough Council in April 2022.

The Planning Officer s report supported the proposal, confirming that the site is a windfall site adjacent to the village boundary of Hamstreet and acceptable in principle for development under Policy HOU5.

The proposal was refused by Councillors, primarily on design grounds including scale, bulk, layout, and materials not on the principle of residential use.

Additional refusal reasons included the absence of a Section 106 agreement to secure affordable housing, infrastructure contributions, and safe site access.

A revised, smaller scale scheme potentially around four single storey units could be acceptable if designed to align with the Hamstreet Village Design Statement and surrounding character.

While commercial uses are theoretically possible, access constraints and residential surroundings mean low intensity residential development remains the most compatible and valuable use.
